Arta was the NPC Bjorn was talking to through the raid – the one who speaks in the ancient language. โHeโ was the one trying to protect the world and gave missions to the crew to complete
Chief is already around though we haven't seen him for a while. He was disguised as the guy who came to help them in the basement from the kingdoms side.
Well, he actually took over the body of Saintred, rather than a disguise. But yeah, he's in hiding somewhere with karui's heart – hopefully we'll hear about him after the labyrinth return arc
