So he likely has to start adventuring due to lacking influence with the nobles, with the Marquis faction losing power and his condition will be to bus up queen safely to a high enough level where they can enter without problems.
I wonder if the coordinates are for bifron… if so, then thr alliance might be a good thing? Otherwise it likely would be one of the palaces… that's my take.

Its not bifron… bjorn has a way to enter secretly… i think is the mage tower due to gms reaction… if not it might be below the royal palace or the marquis state
if not in the royal palace, could be in the underground city of noark? it’s still under lockdown so nobody has access, and it would explain gm’s reaction. a sanctuary is an option as you can’t just waltz in, but i feel like it’s a small hurdle, and wouldn’t warrant the gm’s reaction. It might be a bit of a stretch, but maybe it’s a church? believers would take care of and protect the item without knowing about its existence indefinitely, and you cant just tear the place apart looking for it.
